New! 2024 Budget Book - a new transparency tool!

The City of Kingston is now utilizing a new platform, Clear Gov, for the City budget to increase transparency. The 2023 Adopted Budget was the first to be available on the new platform, which gives residents a different view, with charts and graphs that may be more user friendly for the average citizen deciphering a $50M budget. Using this new technology, residents now have more than one option to review the City budget.


Mayor Noble released his 2024 Recommended Budget in October 2023, which can be found under the Documents section. The Kingston Common Council passed the 2024 Adopted Budget on December 5, 2023.

“My Recommended Budget represents a fiscally restrained approach to ensure our City’s continued financial stability. Despite rising inflation rates and increased costs in everything from asphalt to chlorine, this budget continues to provide vital infrastructure, maintain City services, and accommodate staff pay and benefit increases,” said Mayor Noble. “I have steadily lowered the tax rate for the last eight years, which means this slight increase will revert the tax rate to the 2021 level. By investing in our City staff, we will continue to reliably deliver essential services for our residents.”

A few of the 2024 Recommended Budget highlights include:

  • Three new positions year over year
  • Tax levy increases, for the first time in 8 years, 9th year below the tax cap
  • Tax levy is increased by 1.94% to $17,941,969
  • Modest change in the homestead rate from $8.81 to $8.98 (per thousand)
  • Slight increase in the non-homestead rate from $13.91 to $14.09 (per thousand)
  • Low Fiscal Stress Score (1.7 out of 100) for the third year in a row
  • Investment in retention of employees
  • Investment in equipment across departments to maintain infrastructure
  • Sewer Rate set at $7.13 per unit

The 2024 Recommended Budget includes a slight tax rate increase of 1.94%, staying below the tax cap for the ninth year in a row. The budget reflects inflationary increases, with rising personnel and benefit costs accounting for 55% of the increase in this year’s proposed budget.
