The City of Kingston is proud to use a portion of its Downtown Revitalization Initiative funds to help income-eligible residential property owners undertake minor/substantial repairs to resolve building code violations, address health and safety hazards, and make necessary structural improvements.

The application period for this program closed on September 6, 2023. Awards were made to the following Stockade Business District Properties:

  • 256 Washington
  • 202 Washington
  • 131 St James
  • 70 Green
  • 27 Crown
  • 20 John

Work is expected to be completed in 2024.

Award Details

  • A minimum of $20,000 and a maximum of $40,000 will be available to each property owner.
  • The property owner must contribute at least 25% of the total costs of the project.
  • Funds will be disbursed from the City of Kingston directly to an appropriately procured construction contractor.
  • The value of the work funded by DRI Small Grants program will be provided to the property owner in the form of a forgivable grant. Funds will not be provided in advance of project completion.
  • Eligible use of funds: minor/substantial repairs to resolve building code violations, address health and safety hazards, and make necessary structural improvements.
  • Ineligible use of funds: Acquisition costs, new construction. Non-necessary or non-permanent items such as furnishings/appliances, non-permanent fixtures, tool/disposable supplies etc. Site work or ancillary activities such as parking lots/sidewalks, landscaping, fences, etc.


Eligibility

  • The Residential Rehabilitation Program applies to residential properties in the Uptown Stockade Business District of Kingston. This area is bounded by the Esopus Creek and Route I-587 to the north and east, St. James Street to the south, and Washington Avenue and Dietz Stadium to the west. View boundary map here.
  • Funds are available to property owners whose households are at or below 100% of the area median income (“AMI”) for Kingston. Specifically, for an owner-occupied unit, the homeowner must be at or below 100% AMI. For a non-owner-occupied rental unit, that unit must be affordable to tenants whose households are at or below 80% AMI. See the guidelines (Figure 2) for more information or contact the Office of Housing Initiatives to confirm your eligibility.
