In November 2022, the City of Kingston Common Council joined the Ulster County Housing Smart Communities Initiative. The program provides guidance, technical support, and incentives for local municipalities working to address their housing and affordability challenges and encourages municipalities to follow “Housing Smart Actions” that include establishing a housing community outreach campaign, creating a municipal housing action plan, and implementing other innovative housing solutions. The City of Kingston Housing Task Force assists the municipality in completing these housing actions.

Why do we need to act?

There is a critical need for more housing units to accommodate the existing and future demand for housing at all income levels.

Current City of Kingston Housing Initiatives

+Kingston's recently approved Kingston Forward form-based zoning code seeks to enable a broader mix of housing to sustainably meet market needs, while funding for affordable housing development and accessory dwelling units is supporting a diversity of new housing options.

+Enacted short-term rental rules to cap the number of full short-term rentals in the City to no more than 1% of the City’s housing units

+ Performed an assessment of potential housing & mixed-use development on City-owned properties and formed public and private partnerships to facilitate development.

+ Dedicated grant funding to housing pilot projects, including a Right to Counsel program and a Citywide affordable housing fund.

What more should we do?

The task force gathered information on what else Kingston should be doing to address its housing crisis via two sessions on June 3 and 24, 2025. Slides from both events are posted under "Documents/Slides." Submit additional ideas using the tool below.
