Kingston Business Park Redevelopment
First established in 1998, the Business Park was originally envisioned to support four to five light-manufacturing facilities totaling 300,000–500,000 square feet on approximately 40–50 acres of commercial land. Today, the park is home to two active commercial tenants: Howmet Aerospace and Community Manufacturing Solutions.
To support future planning, the City of Kingston and the Kingston Local Development Corporation (KLDC) partnered with Buro Happold to conduct an initial site analysis. The study reviewed undeveloped parcels within the Business Park, evaluated opportunities for residential and mixed-use development under the City’s form-based zoning code, and recommended additional programming that could complement new investment. Buro Happold also assessed potential development footprints in relation to the site’s environmental features.
Read Buro Happold’s full site review here. (Submitted March 2025)
This study was funded through the City of Kingston’s American Rescue Plan allocation.
Building on these findings, on December 3, 2025, the City of Kingston issued a Request for Expressions of Interest (RFEI) inviting developers to serve as a potential master developer for the Business Park. The RFEI outlines the City’s vision, goals, and priorities for redevelopment.

pww asked 7 months agoYes, a new review under SEQR is anticipated. The SEQR review from the 1990s did not contemplate any residential uses.
Thank you,

Share Do you know if the original Kingston Business Park Conceptual Development Plan from the 1990's is available to read online ? The Buro and Happold presentation has one page of this plan presented, poorly copied. Also, does T2C conservation zoning mean that the parcel should remain " Forever Wild " ? Thank You. on Facebook Share Do you know if the original Kingston Business Park Conceptual Development Plan from the 1990's is available to read online ? pww asked 8 months agoHello,
I believe you are referring to the original SEQRA documents drafted for the formation of the Business Park. Those can be found here:
https://kingston-ny.gov/filestorage/8399/8469/48370/2_-_SEQRA.pdf
https://kingston-ny.gov/filestorage/8399/8469/48370/4_-_FGEIS.pdf
https://kingston-ny.gov/filestorage/8399/8469/48370/1_-_Resolution_%26_Minutes.pdf
The T2 Conservation designation does allow for development. Specifically, under a Conservation Village Plan, 50% of the property could be redeveloped in a cluster while the other half would remain undisturbed.
Thanks,
Bartek

Share Please provide better outreach and engagement of the neighbors to this project. When is the next meeting about this project - how can residents stay informed - we should not read about it in the paper after the fact. Please make sure this is a participatory planning process that truly reflects the needs, desires and lives of all Kingston residents. on Facebook Share Please provide better outreach and engagement of the neighbors to this project. RMS59 asked 10 months agoThank you for your comment. An initial public meeting on this study occurred in November 2024 with an opportunity to hear about the goals of the study and ask questions to the City and consultant team. Future public engagement opportunities will depend on next steps now that the study is complete.

Share Despite the need for housing this development should be limited in size and scope that can safely be accommodated through ingress and egress from Delaware Ave . Perhaps trails, bike paths and walking but vehicular transport should not come through Ulster Street- unless of course you are looking to destroy an existing neighborhood. Please find a balance between creating new affordable housing that provides a good quality of life for people, while at the same time protecting and maintaining the quality of life for those that already enjoy living here.
