North Street Property Transfer Request

Quarry Waters LLC, an affiliate of the Scenic Hudson Land Trust, has requested that the City vacate and transfer ownership of approximately six acres of land on North Street, which runs through what will be the environmental group's new 500-acre public park. The transfer would convey the right of way to Quarry Waters, facilitating public access to the park.

On its north side, the park land straddles the border of the City of Kingston and Ulster, and to the east, it runs alongside the Hudson River. The southern portion is just north of the Hutton Brickyards property.

The subject of the requested transfer is a one-mile City-owned section of North Street that begins between Hutton and the southern park border and cuts through the park to its northern edge. This portion of North Street has not been used or maintained as a public road for many years.

In the same area, the City is currently constructing the multi-use Hudson River Brickyard Trail, partly within the limits of North Street and partly along a new alignment. Quarry Waters has agreed to grant an easement to the City for this portion of the trail at the same time that North Street is conveyed to Quarry.

A public hearing regarding the requested property transfer took place on November 5, 2020 and kicked off a formal public comment period, which will ran until November 19.
