Uptown Transportation Improvements
Project Update 3/6/24: This Project is going to construction! The construction contract has been awarded to Argenio Bros of New Windsor, NY. Tree Removal is planned for March 2024, with full mobilization planned for May 2024. Additional updates will be provided as work begins.
Project Background: With funding provided by the Downtown Revitalization Initiative (DRI), administered by the NYS Department of State, the City will improve safety and traffic circulation on a route in Uptown Kingson / Stockade Business District.
The Uptown Transportation Improvements Project will address bicycle and pedestrian safety and access, capacity, and attract tourism, shopping, dining, and business activity to the Stockade District. It will also support the future connection between portions of the Kingston Greenline and advance complete streets across the City (see FAQs for more info).
The project is focused on improvements to Clinton Avenue between Westbrook Lane, Main/John Street, and Albany Avenue.
Work will include lane narrowing, sidewalk and curb ramp improvements, a new signal at the intersection of Clinton and Westbrook / John, signage, striping, landscaping, lighting, drainage and access management improvements.
Since early 2020, our Project Advisory Committee (PAC) has been assisting in the decision-making process about the design. The group provided a wide range of concerns and ideas and the City and HVEA conducted a traffic analysis to inform the development of design alternatives.
The City also partnered with Susan G. Blickstein, LLC, a transportation policy and public engagement firm, which developed two community surveys that were open from May 7 through June 15 2020. The surveys were designed to collect information about how community members travel along the routes, their perceptions about safety, and the preferred types of improvements they would like to see. Results of the public surveys are posted to the right.
The PAC and City staff considered eight different alternatives and narrowed those down to one priority recommendation. This alternative was presented in a virtual public meeting on November 19, 2020. Links to recordings of the presentation in English and in Spanish are also posted to the right.

Bike box.
Why not add a bike box at this intersection to allow cyclists to get out in front of traffic when they get off the shared use path?

The upgraded lights at Clinton and Albany are needed - could a roundabout fit there?

Eliminate the south bound right turning lane on Westbrook Lane and put bicycle lanes on each side.
Eliminating the right turn lane on the southbound side of Westbrook lane also shortens the pedestrian crossing distance. When Westbrook was first built there was a delineated sidewalk on the west side--a combination of paint and parking blocks. The road is plenty wide enough to reclaim that space for pedestrians and cyclists while improving the safety for both at the Clinton Ave intersection.

Minimize the size of corners' radius.
Sharper corners slow vehicle turning speeds and shorten pedestrian crossing distances.

Time the lights for pedestrians.
The realignment of the the crosswalk makes for a less direct route for pedestrians crossing Clinton. add to that, the plan for beg buttons (actuated signals) and you are burdening the walkers, to speed the cars along. It would be safer to have leading pedestrian intervals (the pedestrians get a head start to cross the street). If you have the cross walk placed as pictured, to the right of the corner of Clinton and Academy in the picture, you will be causing a blind spot (see blue arrow in my picture), so there should be no right allowed on red.

Roundabout at Clinton and Albany
This seems like a large enough place to put roundabouts - allowing traffic to flow more smoothly. Perhaps allow traffic going from Albany to Clinton direct flow. The pedestrian crosswalks are quite long - roundabout might make them easier. Pedestrians should get priority

Consider the blind spot.
Vehicles turning right from Westbook onto Clinton, may not notice pedestrians crossing Clinton at John, until it's too late to stop for them.

Don't put stop lights on Clinton ave. It is hard enough to exit or enter driveway. Stop lights will create a gridlock and create car fumes.

Public Survey Results
About the DRI
The Downtown Revitalization Initiative (DRI) is transforming downtown neighborhoods into vibrant communities where New Yorkers want to live, work and raise families. Kingston was selected as the winner of the second DRI grant round in 2017 for its plan to revitalize the Stockade Business District.
Communities are nominated by the state’s ten Regional Economic Development Councils (REDCs) based on the downtown’s potential for transformation. Each is awarded $10 million to develop a downtown strategic investment plan and implement key catalytic projects that advance the community’s vision for revitalization. The DRI is administered by the Department of State.
In 2018, following an in-depth planning process with strong public input, five priority projects within the Stockade District were selected to receive a portion of the DRI grant funds:
Dietz Stadium and Andretta Pool Upgrades ($2,500,000)
Frog Alley Historic Open Space ($472,500)
Kingstonian Development Public Plaza and Pedestrian Bridge ($3,800,000)
Stockade Business District Small Grants and Loans Program ($600,000)
Uptown Transportation Improvements ($2,327,500)
