A proposed new multifamily development for affordable rentals, for households earning between 30-80% AMI.

In response to the housing crisis and the 2023 rezoning of the entire city, the City of Kingston has been evaluating whether publicly owned can be redeveloped into housing. Based on a Request for Expressions of Interest released in December 2025, the City of Kingston has selected Gemion Consulting LLC and Rockabill Development LLC as the development partners for the redevelopment of the city-owned property at 65–67 North Front Street in Uptown Kingston.

The proposed project will transform the existing municipal parking lot into an approximately 50-unit, fully affordable mixed-use development that will include new housing opportunities and ground-floor commercial storefronts. The project aims to strengthen the Uptown Business District while helping address Kingston’s ongoing need for affordable housing.


Project Goals

The redevelopment project is designed to:

  • Create approximately 50 affordable residential units, providing housing opportunities for households earning between 30% and 80% of Area Median Income (AMI).
  • Introduce active ground-floor commercial and retail space, reestablishing the historic Main Street character of North Front Street in line with the property's inclusion in the Kingston Stockade Local, State, and National historic district.
  • Strengthen the Uptown Business District through new investment and activity.
  • Maximize the public benefit of a city-owned property.

Parking

In recognition of the potential parking burden created by this new development, as planning advances, the project team will carefully evaluate opportunities to maintain public parking access on the site while supporting the site's long-term redevelopment goals.

Process

Once finalized, the project will need approval by the Historic Landmarks Commission and the Planning Board. Any transfer of the site will also require approval by the Common Council. The project team will also need to assemble a range of funding sources - tax credits, grants, and loans - to successfully develop the project in line with the team's affordability objectives.

The nearby City-owned N. Front/Crown Street parking lot is not part of this project, and the City has no plans to develop the property.
