Welcome to Engage Kingston

In response to the COVID-19 pandemic, the federal government created the <a href="https://www.whitehouse.gov/american-rescue-plan/">American Rescue Plan </a>to provide direct relief to Americans, contain the effects of COVID, and rebuild the economy. Municipalities across the country have received financial support to assist in ongoing recovery efforts. The City of Kingston received $17.3 million in American Rescue Plan funding to support its efforts through 2026.The latest information about the City&#39;s progress with the funds is summarized in the regularly updated <a href="https://engagekingston.com/13278/widgets/77506/documents/54298" rel="noopener noreferrer" target="_blank">ARPA Spending Plan Report</a>.In 2021, the City hired <a href="https://labergegroup.com/">Laberge Group</a> to facilitate the creation of Kingston&rsquo;s <a href="https://engagekingston.com/13278/widgets/40861/documents/30193">Economic Recovery Plan</a>. The Plan follows all federal guidelines, incorporates extensive community input, and builds upon existing community projects, while supporting new initiatives that support recovery from the pandemic. The Plan, which was the direct result of input from the public was approved by the Kingston Common Council in April 2022.In September 2022, Mayor Steve Noble appointed Kingston resident and former Common Council member <a href="mailto:breynolds@kingston-ny.gov">Bill Reynolds</a> to oversee the Economic Recovery Plan and manage Kingston&rsquo;s ARPA fund.Reynolds is responsible for coordinating ARPA projects and expenditures, ensuring that funds are properly accounted for. Kingston&rsquo;s <a href="https://engagekingston.com/13278/widgets/40861/documents/30193">Economic Recovery Plan</a>, which incorporated months of community outreach and input, can be found on this page under &ldquo;Documents.&rdquo;The purposes of this page is to keep the public continually informed on Kingston&#39;s ARPA activities, as programs and projects outlined in the plan are implemented. Documents on the right hand column of this page contain documents and weblinks designed to achieve this purpose. American Rescue Plan Act (ARPA)

The City of Kingston has allocated $30,000 of its federal American Rescue Plan Act award to fund a local Business Hardship Grant Program. The grant award amount is $7,500 per successful applicant. To be eligible, applicants must demonstrate their businesses were adversely impacted by ARPA-funded infrastructure construction conducted by or at the direction of the City of Kingston in 2024.Applicants should include documented evidence that business revenue dropped during construction periods on streets and/or pedestrian walkways adjacent to the physical location of their business. The grant program opens Wednesday, October 2, 2024, and submissions will be due Wednesday October 16, 2024.Grant funds may be used for: payroll and cost of benefits; rent; mortgage; utilities; payments for installed equipment (e.g., oven, refrigerator); other equipment (e.g., computer, software); product inventory; signage; technical assistance, counseling or other services to assist with business planning needs.Instructions and the grant application are available to the right of this page. ARPA Business Hardship Grant Program

The City of Kingston&rsquo;s zoning code, called Kingston Forward, is a form-based code that regulates the location, design, alteration, occupancy, and use of structures and the use of land. The form-based code is focused on how Kingston grows and is designed to create a hierarchy of places (how does Kingston feel) while allowing for greater flexibility (what is permitted to happen where). It is designed to make it easier to develop in Kingston while protecting what makes our City so unique. With funding support from the NYSDEC Hudson River Estuary Program, the City of Kingston is preparing a community preservation plan (CPP) that will build upon the city’s solid foundation of prior work.As of 2019, the Community Preservation Act has been amended by NYS to include Ulster County. This legislation offers the City of Kingston an opportunity to protect open spaces and natural resources, environment, and community character. The law allows communities to develop a reliable, ongoing source of funding without increasing annual property taxes for residents for:ParksTrailsLands conservationHistoric preservationSuch a program must be based on priorities identified in a Community Preservation Plan. The communities of New Paltz, Warwick, and Red Hook have all adopted Community Preservation Plans.Legislation and required elements of CPPThis plan shall list every project which the designated community plans to undertake pursuant to the community preservation fund. It shall include every parcel which is necessary to be acquired in the designated community in order to protect community character. Such plan shall provide for a detailed evaluation of all available land use alternatives to protect community character, including but not limited to:fee simple acquisitionzoning regulations, including density reductions, cluster development, and site plan and design requirementstransfer of development rightsthe purchase of development rights, andscenic and conservation easements.Such evaluation shall be as specific as practicable as to each parcel selected for inclusion in the plan. Community Preservation Plan

City of Kingston Surplus Properties

The Dietz Stadium Project is a $20 million improvement project to renovate and modernize the stadium complex. Dietz Stadium construction drawings are now complete and the bid process is underway. Once construction begins, the project is expected to take 14-16 months.Work has already been completed on Phase 1, which included the exterior of the Andretta Pool House, improvements and repairs to the pool, and the addition of the splash pad. As part of Phase 2, construction began in September 2022 on a complete renovation of the interior of the Andretta Pool House and is expected to be completed this spring.The remainder of Phase 2 is focused on the stadium and its surroundings. Pre-construction work such as sub-soil borings, hazardous material testing, and site clearing began in fall 2022. The site has remained open to the public for use of the track, loop road, and parking lots during this initial pre-construction phase, but will be closed for construction.General Project Description:Working with engineering consultants <a href="http://cplteam.com/">CPL</a>, the City began a multi-phased, comprehensive restoration of its major sports complex in spring 2020. The Dietz/Andretta complex is the Kingston City School District&#39;s home field for football, track, the marching band, and special activities such as the annual high school graduation ceremony.Residents and community groups also regularly use the facilities for swimming, walking, and a wide variety of other events.Originally built in the 1940&#39;s, the main stadium is in dire need of structural repairs and upgrades, as is the Andretta Pool facility, which was added to the complex in the 1970&#39;s.This important project was kick-started with $2.5 million from the <a href="https://www.kingston-ny.gov/dri">$10 million DRI award</a> the City won in 2017. This initial funding is covering the costs of the full master plan and designs as well as construction of some elements identified in the plan. Construction of the remaining elements will continue in the future as the City secures additional funding. <img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/0687f94796cc97dc63484359d818517185e27559/original/1589210022/DRI_logo.jpg_d266c3fda5113f68da2382642b53ae06?1589210022" style="width: 236px;" class="fr-fic fr-dib fr-fil">The master plan includes improvements to the pool and pool house (including installation of a new splash pad), scoreboard, bleachers, water fountains, fencing and gates, sound and Wi-Fi systems, lighting, bike racks, locker rooms, bathrooms, food vending, signage, parking and more.In addition to the DRI award, the City has also received two New York State grants for green infrastructure improvements to the parking lot and surrounding drive &mdash;$1.5 million from the Environmental Facilities Corporation and $1 million from the Department of Environmental Conservation. The City of Kingston is developing a Food System Plan that will provide a guide for the City to take meaningful, impactful, and sustainable action towards strengthening our local food system with a focus on improving food security and equitable access to nutritious foods.This Plan will build upon and inform the work of the <a href="https://kingston-ny.gov/health-and-wellness">Department of Health and Wellness</a>, which already supports policy, system, and environmental changes to increase access to nutritious foods. It will also support and incorporate the <a href="https://kingston-ny.gov/Sustainability">City&rsquo;s Energy &amp; Sustainability</a> work as a strong, resilient food system is also one that is climate-friendly and regenerative.Work is anticipated to begin in early 2024.
